The perspective here is a little weird, but he was pretty much immediately dogpiled by ~10 agents who all then guided him from the scene. He made them stop so he could fist pump for the crowd before leaving.
That said, the secret service apparently wasn’t keeping a close eye on nearby rooftops. They dropped the ball hard on this one.
Why is he not ducking and covered by the secret service? They should be hauling his ass the moment they heard gunshots.

This was after they had confirmed the shooter was dead.
He dropped before the secret service got there.
Doesn’t make sense, you never assume there’s only one. It would be quite stupid to do so.
There could’ve been another one. No reason to assume he was the only one.
