the strategy is to focus on monopolizing and developing the orange properties (and then red). they are statistically much higher to land on than other properties because people get sent to jail so often. When exiting jail rolling 6, 8, or 9 is very likely.
tldr; punish the poor fuckers getting out of jail. yay capitalism!
