In a federated system, only the instance admin can block others from commenting.
You can ignore, but you can’t prevent them from replying to your public posts.
Blocks aren’t supposed to keep anything from existing. They’re supposed to keep you from seeing it.

If you want to hear from them, why would you block them?
Users from that instance are for me like any other users … but their communities have moderation which is biased. So, by blocking their instance, i am only blocking their communities and not their users.

They’re talking about blocking an instance, which isn’t blocking every user, it’s blocking every community.
If you do that you still see accounts and their comments, but do t get notified by replies.
